摘　　要：为实现建筑工程招投标按照法制化、规范化、程序化用计算机及网络技术和现代信息管理技术建立一个有形建筑市场 ,使建筑工程招投标管理实现公开、公平、平等竞争的原则。作者提出了一个能适用于一般建设工程交易的共同特点及要求的招投标管理信息系统结构模型。介绍了在此基础上建立并已投入运行的一个通用的建设工程招投标微机网络管理信息系统的功能及特点 ,阐述了该系统研制开发的技术要点。经过运行和实际应用 ,该系统具有良好的人机界面、具有易操作性、可扩展性 。To assure that inviting and bidding are accomplished legally, normally and orderly in the construction engineering, a tangible market came into being by means of novel technologies, such as computers, networks and information managing so that exoteric, fair and equitable principles are embodied during inviting and bidding in the construction engineering. A framework model of the information managing system for inviting and bidding is proposed, which owns common functions and can be applied to usual construction engineering bargaining. Functions and characteristics of the computer network management system, which was developed and applied on the basis of the framework model, for construction engineering inviting and bidding information are demonstrated. In addition, pivotal technologies of developing the system also are expatiated.Anticipated effects are gained and the system is proved to own a friendly man machine interface after running and applying near a year. Maneuverability and expansibility is competent for inviting and bidding in the tangible construction market.
