摘 要:清末官制改革中 ,清政府在内外力量的推动下 ,经过一系列的酝酿 ,出台并有限度地实施了一系列改革旧有俸禄制度的措施和方案 ,以借此达到高薪养廉 ,澄清吏治。但事实上清政府不彻底的俸禄改革如同其不彻底的官制改革一样 。In the Civil Service System Reform in the late Qing Dynasty, under pressures from both inside and outside, the Qing Government, after much discussion and consideration, put forth a series of projects and measures of changing the old system of official salaries and enforced them in a small way. This was aimed at establishing an honest and clean civil service system. However, just like the incomplete reforms on the civil service system, the incomplete changes on the salaries of civil officials was in fact unable to save the Qing Dynasty from its final fate.
