摘　　要：乡镇企业股份合作制存在产权界定难、“大锅饭”、地位低、股权不易流动问题。股份合作制企业产权必须明晰化 ,分配制度合理化 ,实现企业民主管理和监督的制度化 。There exist problems in jointly operated share enterprises in towns and countries such as difficulty in clarifying property right,getting the same reward as everyone else regardless of one's performance in work,low position and difficulty in the exchange of stocks.Therefore,there should be a clarified system of property right and a rational distribution to realize the system of democratic enterprise management and supervision to set up local capital markets.
