摘　　要：通过对自然垄断的含义及技术经济特征的阐述和对发达国家自然垄断实践的研究,得出结论:发达国家对自然垄断的管制、放松管制与重新管制是不断重复的;管制或国有制是发达国家对付自然垄断产业的两种制度选择;自然垄断产业的反垄断不要轻易动用分拆措施;应注意管制方法的科学性和创新性,防止“管制失效”。We draw a conclusion that developed countries'policies on natural monopoly have alternated between control,deregulation and re-control by analyzing the meaning of natural monopoly and the characteristics of technological economy and studying the practice of natural monopoly in developed countries. Control or state ownership are two institutional choices of developed nations to cope with natural monopoly.we should not rashly resort to break-up measures to combat against monopoly in industries of natural monopoly.
