摘　　要：通过对小城镇居民的综合素质分析 ,指出小城镇可持续发展的中心是人的发展 ,必须将加强人的能力建设、开发人的潜力放在城镇发展的核心位置 ,并从观念更新、制度创新、环境培育、法制建设等方面采取相应的对策与措施 。Through the analysis of citizens' comprehensive quality, the article regards the human development as the central task of the sustainable development of small cities and towns. Thus stresses must be focused on the citizens' ability construction as well as their potential development, and associated measures must be taken in terms of renovating concepts, innovating systems, improving cultivating environment and strengthening legality construction so as to improve the citizens' comprehensive quality.
