摘　　要：“创新不是一种技术用语 ,而是一种经济和社会用语 ,其判断标准不是科学或技术 ,而是经济或社会的一种变革 ,是一种价值。”中国企业当前面临的挑战与其说是技术与资金的短缺 ,毋宁说是体制的桎梏。创新的产生主要来自企业家的作用 ,这是一个需要企业家的时代。Innovation isn't a technical terminology, but an economic and social terminology. The criterion for its judgement is not science or technology, but an economic or social reform, and a value.' Challenge to Chinese enterprises shows the fetters of system more than capital and technology shortage. Innovation is derived from the enterpriser's function. This is an era in need of enterprisers. Several problems to confront in business management and administration are also discussed.
