略论德治和法治的结合

摘　　要：中国古代的“德治”强调“德教为先” ,涵盖从政治领域到日常生活的基本道德秩序。“德治为本” ,“德教”是“德治”的基础。与法治相结合的德治关键是加强公德建设 ,充分保留道德的“衡平空间”。德制法治 ,相辅相成。Chinese ancient Idea of 'governing by virtue' places emphasis on 'educating by virtue' and it contains all the basic orders of virtue from the field of politics to our daily lives. 'Governing by virtue' is the basic principle and it is based on 'educating by virtue'. The key to 'governing by virtue', which is combined with 'ruling by law', is to reinforce the construction of our social morality and fully reserve the space of balance. In all, 'governing by virtue' complements 'ruling by law'.
