摘　　要：环境问题在人类历史上出现得相当早 ,几乎从地球上出现人类开始 ,环境问题就相应产生。只是在当时的社会历史条件下 ,人类改造、利用自然的能力较低 ,对自然环境的污染与破坏程度远比当今轻微得多 ,生态系统本身尚能吸收和消化。随着社会的进步和经济的发展 ,环境已成为与人类生存和发展息息相关的问题。Environment problem had its beginning early in the human history when man begun to appear on the earth though the pollution and distruction to the natural environment were not as serious as today.With the progress of society and the development of economy,it has become a matter of vital importance to the existance and development of the mankind.Therefore legal system must be introduced and reinforced constantly to confine and discipline human activities so as to protect our environment.
