摘 要:文章简要阐述了卫生事业单位人事制度改革的基本思路 ,指出深化卫生事业单位人事制度改革主要是改革卫生管理体制和优化卫生人力资源配置。文章提出实行聘用制是深化卫生事业单位人事制度改革的核心 ;科学合理的岗位设置是事业单位推行聘用制的前提条件 ;在实施聘用制过程中要积极推动专业技术职称改革 ;完善收入分配制度是实行以聘用制为主要内容的用人制度改革的重要保证 ,要妥善安置未聘人员 ;要进一步提高认识 ,统一思想 ,扎实工作 。The paper gives a brief account of the basic ideas concerning reform of the personnel system in health institutions. It points out that deepening of this reform lies chiefly in the reform of the health management system and the optimization of health human sesources allocation. The paper also puts forward the following viewpoints. Adoption of the appointment system constitutes the key to the deepening of the reform of the personnel system in health institutions while setting up posts in a scientific way is the prerequisite for health institutions to adopt the appointment system. In the course of implementing the appointment system, it is imperative to actively promote reform of professional and technical titles. Perfection of the income distribution system is an important guarantee for the reform of the personnel system, focused on the implementation of the appointment system. It is necessary to bring the talent market into full play, perfect the talent flow mechanism, and make appropriate arrangements for those people who fail to get appointed. It is important to further deepen cognition, unify thoughts, and work in a down to earth manner so as to strive for the substantial advancement of reform of the personnel system in health institutions.
