创新与改革现代高教管理体制  

Reforming the Present Higher Education Administration System by Transforming Its Resources Allocation Mode

摘　　要：现代高等教育管理体制必须遵循高等教育创新和市场资源配置原则 ,高等教育管理体制改革的核心与实质是资源配置模式的转变 (即人口资源、财政资源和物质资源等 )。也就是说 ,引入市场机制 ,逐步建立人、财、物、技术等教育资源的“混合型”市场配置模式以适应社会主义市场经济体制 ,建立以市场配置为基础 。The author holds that modern higher education administration system must comply with both the principles of higher education and the principles of market economy,so he thinks that the essence of reforming our higher education administration system is the transformation of its resources(i.e. human resources,financial resources and material resources) allocation mode.By introducing market system in a comprehensive way,we should be able to free our higher education from the hindrance of the traditional planned resources allocation mode,and gradually establish a 'composite'market allocation mode that fits in with our socialist market economy system,that is ,one that is based on market allocation mode,and is complemented with appropriate government adjustment and control.
