摘　　要：网络舆情反映社会的普遍关切,是社会安定与矛盾冲突的预警仪。考察近年来发生的有关群体性事件,网络舆情的影响力不可小视。研究网络舆情对群体性事件的作用力以及网络舆情话语焦点的生成规律,科学监测与引导网络舆情,可以有效预防群体性事件的发生。政府应进一步关切人民群众的正当诉求,打造专业化的网络舆情监测团队,建立快速反应的网络舆情处置机制,完善权力运行的监督机制,做好网络空间意识形态工作,不断健全网络舆情信息反馈与引导机制。Online public opinions show common concerns of the society and give early warnings concerning social stability and conflicts. After analyzing many mass disturbances in recent years, the author found that the influence of online public opinions play an important role. Based on analysis on the influence of online public opinions on mass disturbances and the generation rule of focus of online public opinions, the author found that scientific supervision and guidance of online public opinions is an effective way to prevent the occurrence of mass disturbance. The government should pay close attention to people’s reasonable appeals, build a professional technical team to react quickly and supervise online public opinions,improve the supervisory mechanism for power operation, actively carry out the ideological work of Cyberspace, continuously perfect the online public opinion feedback and guidance mechanism.
