企业创新行为模式研究——基于江苏省82896家企业调查数据的分析

摘　　要：江苏是全国创新发展转型升级的先试先行区,在企业创新行为方面积累了丰富经验和典型案例。本文基于新经济社会学“嵌入理论”归纳江苏企业创新行为“三层嵌入模式”,构建企业自律创新行为模型,解构企业创新行为“四元驱动机制”。通过国家统计局对江苏省82896家企业调查数据的实证研究得出结论,江苏企业的主要创新战略目标是通过增加研发投入来提升创新实力、主要创新活动是内部R&D、主要创新举措是申请实用新型或外观设计专利、创新的最大影响因素是高素质人才和创新精神企业家;但各类企业中,服务业企业、苏南地区企业、大规模企业、高技术和高新技术企业、民营企业和私人控股企业的创新能力和意识更为突出、创新合作更充分;所得税减免政策对高新技术企业的激励效果大于一般企业,某些创新政策效果不明显的主要原因是部分企业不具备享受特定创新政策的资格。因此,必须因地制宜实施个性化创新政策,在创新龙头企业引领下充分深化企业间模仿协作共享,政府应搭建协同创新的公共服务平台以加快培育开放性创新生态系统。Jiangsu is a pilot area for innovation,development,transformation and upgrading in China.It has accumulated rich experience and typical cases in corporate innovation behavior.Based on the "embedding theory" of new economic sociology,this paper summarizes the "three-layer embedding model" of enterprise innovation behavior in Jiangsu,and constructs the model of enterprise self-discipline innovation behavior,and deconstructs the "four-element driving mechanism" of enterprise innovation behavior.Based on an empirical study of 82896 enterprises in Jiangsu Province,increasing investment in research and development as the major strategic target,the internal R&D as the main innovation,applying for utility model or design mainly for innovative initiatives,high-quality talents and innovative spirit of entrepreneurs as the biggest influence;Jiangsu enterprises that are in service industry,in Southern Jiangsu,of largescale,with high technology,private and private holding,etc have stronger innovation ability and sense,and are of more fully cooperation,income tax relief policy having the greatest impact on high-tech enterprise,not having the qualifications to enjoy the policy factors as the main reason that innovation policy is not obvious.Individual innovation policies must be implemented according to local conditions,and under the leadership of innovation leading enterprises,the government should fully deepen the sharing of imitation and collaboration among enterprises.The government should set up apublic service platform for collaborative innovation to speed up the cultivation of open innovation ecosystems.
