摘　　要：来华留学教育是推动新疆发挥丝绸之路经济带核心区功能的基础性人力资源支撑。在过去的十五年间,新疆高等教育来华留学生呈现出规模急速扩大、以非学历层次为主体、高层次学历人数较少、政府奖学金资助力度有待加强等特征。新疆要延续来华留学教育人数高速增长、实现科学发展、为国家战略服务的目标,应当从观念层面提高认识,将来华留学教育视为丝绸之路经济带核心区建设的重要一环,进行整体考虑和战略设计;从政府层面设计出与丝绸之路经济带核心区建设知识诉求相匹配的激励型和扶持型来华留学教育制度安排;在高校层面应建立旨在提升来华留学教育质量和内生动力的专业、学科优势集群。The education for overseas students to China is the basic human resource support for promoting Xinjiang's function as a core economic area of the Silk Road.The past fifteen years have seen a rapid increase in the number of overseas students studying in Xinjiang,China for higher education.Its change characters are as follows,most overseas students studying in Xinjiang are in the non-academic level while only a few have high-level academic qualifications;given local government provides overseas students weak support on government scholarship,the amount of overseas students winning government scholarships is small.If Xinjiang wants to keep the rapid growth of foreign students studying in the region,to achieve scientific development,and to serve the country's strategic goals,Xinjiang must deepen the understanding from a conceptual perspective.That is to say,Xinjiang must regard the education for overseas students to China as an inseparable and importan.t part of core economic area of the Silk Road for overall consideration and strategic design;local government must establish an incentive and supportive education system for overseas students to China which matches the knowledge appeal of core economic area of the Silk Road construction;and the universities in Xinjiang must establish an advantage cluster in majors and disciplines to improve the quality and endogenous dynamic of the education for overseas students to China.
