摘  要:英国的高校智库建设走在世界前列。在英国,高校智库具有以科学精神服务决策制定、以大众立场增进社会公义、以现实关照驱动理论创新的功能定位。其知识生产模式具有问题驱动性、知识形态交互性、开放性、协同性和迅捷性等特征。高校智库具有开放协同的运行机制:围绕问题领域组建多元人才队伍;依托校内外平台获取研究资源;通过多样化途径传播研究成果。高校智库的研究服务包括三大模式:政府直接委托模式、国家数据库—研究中心模式和高校"中间人"模式。借鉴英国经验,我国应明确高校智库的价值定位,增强智库的对策供给、理论创新和舆论引导能力。The United Kingdom has a world leading University Think Tank(UTT) system. The functions of UTT are to promote social justice from the standpoint of the ordinary public, to serve for evidence-based policymaking and to develop theories through examining the practice. UTT’s knowledge production is featured by its practical orientation, openness, high-efficiency, cooperative mechanisms, and the production of interactive knowledge. UTT has highly diversified research teams and multiple sources of funding and data. Furthermore, it delivers its research output to the policy-makers, media and the public through a variety of channels, particularly via social media and website. It offers diversified consulting services through three basic research modes: under Mode I, the policy-maker acts as the client/partner; under Mode II, a national public database is supported by a research centre; and under the Mode III, the university acts as a medium for the business of UTT. A few implications can be generated from the experiences of the British UTTs to improve the UTTs in China.
