摘　　要：制定科学合理的政策、追求公平与卓越的质量,是世界教育发展的新趋势。21世纪以来,美国在教育政策制定和调整过程中,出台一系列政策措施,彰显了美国对公平、卓越、以及科学的价值追求。其教育改革和政策调整的决策机理可以为我国制定和调整教育政策提供参照。It is a new trend to pursue fairness and excellence by designing scientific policies in the world.By analyzing the key words of America's education policies in 21st century,it is not difficult to understand its mechanism of decision-making:focusing on balance and inclusiveness in pursuit of fairness;being keen on learning and reflection to pursue excellence;and based on evidence and data to pursue soundness.
