转型升级:“互联网+”背景下县级电大走向开放大学的必由之路

摘　　要：开放大学建设是《国家中长期教育发展规划纲要(2010-2020)》的明确要求,也是"互联网+"背景下我国建设学习型社会,构建终身教育体系的重要战略举措。目前,广播电视大学系统正处在转型升级的关键时期,作为广播电视大学系统基础的县级电大如何转型升级,是值得人们研究的一个重要课题。文章在介绍了"互联网+"的概念、电大转型升级的内涵与原因及国家开放大学建设进展情况的基础上,剖析了县级电大转型升级存在的主要问题,根据国家开放大学制定的"云平台+云教室"顶层设计,提出了相应的转型升级的实施途径。The construction of open universities is not only required in the "Outline of national mid-and long-term education reform and development program"(2010-2020), but also an important strategic measure for our building the learning society and lifelong education system under the internet + background. Currently, TV universities are at a critical stage of transformation and upgrading. For a county-level TV university, it is an important project to consider the upgrading and transforming of the school.By introducing the concept of internet+, the connotation and the causes of the transformation and upgrading of TV Universities,and the progress of constructing open universities, the article analyses the major problems existing in the county-level TV universities on their way to transformation and upgrading, and presents a method to implement it with the help of cloud platform and cloud classroom planned by the national open university.
