新时代乡村振兴与新型城镇化融合发展的理论依据与实现路径

摘　　要：乡村振兴与新型城镇化如"鸟之双冀、车之双轮",中国共产党将马克思、恩格斯城乡理论与当代中国实际相结合,在十九大报告中提出"实施乡村振兴战略"目标新定位、战略新思想、发展新思路。城乡关系重塑以"城乡统筹——城乡发展一体化——城乡融合"的逻辑主线进入新时代。只有牢牢把握习近平中国特色社会主义经济思想及"三农"思想精髓,才能深刻理解"‘三农’问题是农业与二三产业融合发展的结构问题、‘三农’问题是农民、农民工‘人的全面发展的问题’、是城乡‘共生互动’的融合发展问题"的理论依据;只有深刻理解中国城镇化道路独特机制和"以人为本"新型城镇化协调推进道路的模式选择,才能构建新时代乡村振兴与新型城镇化双轮驱动,实现"统筹融合式、共生可持续、包容一体化、高效高质量"的实现路径。Rural revitalization and new urbanization are just like "wings of bird or wheels of car"for China,the Communist Party of China combined Marx and Engels"urban-rural theory,with contemporary China's reality,and put forward a new target, new strategic thinking and new ideas for development of "implementing rural revitalization strategy"in the 19 th National Congress of the Communist Party of China.And it was proposed that the reconstruction of urban-rural relations should be based on the logical main line of "urban-rural combination-urban-rural develop together-urban-rural integration".Only by firmly grasping Xi Jin-ping's socialist economic thoughts with Chinese characteristics and the essence of the "three rural"ideology can we deeply understand that the "three rural"problem is a structural problem of the combination of agriculture with the secondary and tertiary industries.Besides,it is also a problem of the comprehensive development of peasants and migrant workers and the theoretical basis for the integration of urban and rural "symbiosis interaction".Only by profoundly understanding the unique mechanism of China's urbanization roads and the mode selection of the new people-oriented urbanization coordination and promotion road can we achieve "coordinating integration,symbiotic sustainable,inclusive integration,high efficiency and high quality"in the process of building a two-wheel drive of rural revitalization and new type of urbanization in the new era.
