摘　　要：主要采用文献资料法、逻辑分析法等研究方法,以党的十九大报告精神为引领,在阐释习近平总书记关于体育工作的重要论述的基础上,结合当前我国学校体育发展实际,对新时代中国学校体育落实总书记有关重要论述的发展战略进行理论思考。研究认为,体育价值观、民生体育观、奥林匹克精神育人观、体育强国论、体育改革论、体育外交论等"三观""三论"共同构筑起总书记关于体育工作重要论述的核心内涵。在此基础上,针对社会对学校体育价值的认识有待回归本真、学校体育改革开放劲力不足、青少年学生身心健康问题依旧严峻等问题,提出学校体育应:1)坚持"健康第一"的指导思想,确立"身体素养"引领学校体育发展的基本理念,明确"三维育人"价值取向,培养一代新人; 2)切实转变多方观念,重视学校体育发展,构建"校内外"体育多元一体联动机制,为培养一代新人营建良好的体育锻炼环境; 3)进一步全面深化学校体育改革,确立学校体育发展的"六步"方略,共谋一代新人培养大计。The research analyzed the development strategies of China’s school physical education to implement the relevant important statements of Xi Jinping based on the interpretation of the relevant important statements on school sports proposed by the general secretary of Xi Jinping and the actual situation of Chinese school physical education development led by the spirit of 19 th CPC Report. The methods of literature review and logic analysis were used in this study. This study held that the views of sports value,people’s livelihood sports,Olympic spirit education,sports power theory,sports reform theory and sports diplomacy theory jointly build the core connotation of the relevant important statements on school sports proposed by Xi Jinping. According to the problems such as the school sports value needs to return to social standard,the insufficient reform and opening up of school sports and the poor health of adolescent,this study proposed some strategies as follows: 1) adhere to the guiding ideology of"health first",establish the basic concept of"physical literacy"leading the development of school physical education,define the value orientation of "three-dimensional education",and train a new generation of people;2)effectively change multi-concepts,attach importance to the development of school physical education,and build a multi-integrated mechanism of inside and outside school sports,so as to build a good physical exercise environment for training a new generation of people;and 3) further deepen the reform of school physical education in an allround way,establish the "six-step"strategy for the development of school physical education,and conspire to train a generation of new people.
