摘　　要：目的:分析北京市在公共卫生方面的财政投入状况,为政府相关决策提供参考和依据。方法:综合运用2011—2016年鉴数据和本研究专项调查数据,进行描述性分析和比较研究。结果:公共卫生机构费用占卫生总费用的比例偏低,2016年仅为3.44%;公共卫生机构的筹资主要由政府承担,但不同类型机构的财政补助差异较大;基层医疗卫生机构的公共卫生支出占比较低,且与医疗支出差距明显。结论:尽管北京市卫生总费用不断改善,但流向公共卫生机构的费用还有待提升;进一步明确政府责任,加大公共卫生财政投入力度;鼓励社会力量参与,建立以公共财政为主、多渠道、可持续的公共卫生筹资机制;积极探索加强新时期首都公共卫生体系建设。Objective: To analyze the financial input of public health institutions in Beijing, and provide reference and basis for government related decisions. Methods: The 2011-2016 data from the yearbook and the special survey of this study were comprehensively used to conduct descriptive analysis and comparative research. Results: The proportion of public health institutions costs to total health expenditure was low and only 3.44% in 2016. Funding for public health institutions was mainly undertaken by the government, but the financial subsidies of different types of institutions varied greatly. The proportion of public health expenditures at primary health institutions was relatively low, and the gap with medical expenditure was obvious. Conclusion: Although the total health expenditure in Beijing continued to be improved, the costs of flowing to public health institutions had yet to be increased. It clarified the responsibility of the government and increased the financial input of public health. The government should encourage the participation of social forces and establish a public finance-based, multi-channel and sustainable public health financing mechanism. It actively explored and strengthened the construction of the capital public health system in the new period.
