摘　　要：在信息工程建设中引入监理机制,这在国内还是一个新概念,国家还没有制定出相应的法规和规范。文章首先分析了我国信息系统建设的现状和障碍,说明了实行信息项目监理的必要性。然后针对信息项目的特殊性,按照软件工程规范,结合具体的监理实践,对信息项目监理的依据、内容、流程和作用进行了探讨,对信息项目监理的特点、难点及具体操作规范进行了详细分析。That is a new concept in the country,which management mechanism is introduced in information engineer-ing.This Paper analyzes the situation and problems of China's information system structure,states the necessity of pursu-ing information project management.This paper also explores the rationale,content ,process and function of information project management in accordance with the regulations of software engineering and integrating with specific management practice,then extends to the detail analysis on natures,hinders and specific operating regulation.
