摘　　要：实现低碳增长的政策和行动将对每个行业的政策和行动、政策表述、衡量标准、温室气体减排潜力以及政策和行动的成本效益进行介绍。本节介绍的国家与城市低碳交通运输政策,在有效支撑经济持续灵活发展之际,能稳定或减少交通运输部门的碳排放强度。The policies and actions for low carbon development introduce the policies and actions applicable in each sector, their formulation, evaluation metrics, greenhouse gas emissions reduction potential, as well as cost-effectiveness. This part focuses on low carbon transportation policies at the national- and city-level that are able to level off or reduce carbon intensity in this sector while support the continuous growth in economy
