摘　　要：通过美、英、法、日等国,对科技创业政策支持的研究,发现这些国家对科技创业的支持,并没有单纯停留在对“创业”狭义的理解上,而是覆盖了从研发投入到科技成果的产生,以及从成果直接、间接转化到企业创建全过程的支持,从而提出了“广义”科技创业的概念,并分析了广义科技创业各阶段所需要的各种政策支持。Based on literature review on supportive policies of countries such as United States, British, France, Japan for technological venture creation, this paper finds that these countries not mealy pay attentions the 'creation', rather they pay attention on the whole process ranging from R&D inputs to the transformation of technology and to the technology outputs. The concept of generalized technology venture creation thus is presented in this paper. The paper also analyzes various supportive policies needed by the creation of technology venture at different stages of its development.
