摘　　要：现代社会管理模式发生了根本性的变化 ,其标志是由自上而下的“统治”转变为基于民主、平等的“自治” ,这就决定了现代德治与传统德治的本质差别。现代德治不是传统意义上的“人治”或“德治” ,而是基于法治的“善治” ,它是一种治国手段 ,而不是一种政治理想 ;它也不是一种权宜之计 ,而是对现代社会治理模式的理性选择。There have been basical changes in modern society management pattern. The symbol is that up down domination has changed to the autonomy based on democracy and equality. This is the essential difference between the modern and traditional moral domination.Modern moral domination is not the traditional 'person domination' or 'moral domination', but the 'good domination' that is based on the law domination. It is the measure of ruling a country,not a political ideal; and it is a rational choice to modern society management pattern,not a makeshift.
