论建立完善的高等教育收费制度

摘　　要：我国高等教育收费的调整周期应设定为 5年 ,以高等教育的私人收益率不低于同期银行利率 ,根据比较利益理论确定相邻周期高等教育收费的调整幅度 ;不同学校和专业高等教育收费标准的确定应依据各高校、专业的办学成本和平均社会收益率、私人收益率 ,以省为单位组织由各方代表参加的收费听证会确定在调价周期内收费的基准线和浮动区间 ;将高等教育收费管理的全过程分为“定价管理”与“资金管理”两个环节 ,前者由物价部门为主管理 ,后者由教育主管部门为主管理。要建立严格的高等教育收费审批备案制度 ,完善高等教育收费的监督检查系统 。It is better for the adjusting period of the charging system in our country's higher education to set as five years. As the private yield is not lower than the bank interest rate in the same time, the charging range should be fixed according to the comparison theory and the range of the neighboring period. The charging standard of different schools and different professions is determined according to their school running cost and average social yield and private yield. Taking the province as the unit, with representatives from various respects asked to take part in , the charging committee fixes the charging line and changing range in the adjusting period. Divide the whole course of the charging management of the higher education into two sections as 'prices management' and 'money management'.The former is managed by the department in charge of prices as the main body, and the latter is managed by the department in charge of education as the main body. It is necessary to strictly set up the examining and approving system and putting on file system for the charging work of higher education; complete the supervising and examining system and promote the charging work done in order.
