摘　　要：行政义力与行政良心是行政伦理的基本范畴。行政义务是以伦理的形式所确定的行政使命、 职责和任务，而行政良心则是行政义务的内化，即深沉的行政道德责任感。Executive obligations and executive conscience are basic categories of executive morality. Executive obligations refer to the executive mission, respo nsibility and task stipulated in the form of morality while executive conscience is the internalization of executive obligations, that is, the profound executiv e and moral responsibility.
