摘　　要：本文讨论了我国空管雷达数据全国联网建设的必要性、可行性 ,以及需要解决的关键技术问题。在分析雷达数据通信特点的基础上 ,结合我国国情 ,重点探讨了通信技术、管理模式的选择 ,网络层次结构及性能指标、空管雷达数据网与ATN、IP网的关系等。本文探讨的民航专网技术问题 ,有一些也是全国各种行业性数据专网、VPN设计的共性问题。The necessity and feasibility of aeronautic air traffic control radar data network of China is put forward, and the related key technical subjects are discussed. We stress on the selection of communication technologies, the selection of the modes of management, the structure design and the specification of the radar data network. All the discussion is based on the analytical results on the peculiarity of radar data communication and the situation of China, and refers to the experiences of other countries. The relationship between the radar data network and the ATN or IP network is also considered. Some of the above subjects are important common issues for kinds of national VPN and special networks, too.
