摘　　要：中国历史上以德治国思想的形成和发展具有历史悠久、前后相沿、百家言德等特点 ;以德治国思想的主要内容有重民爱民、发展经济、倡导清廉、重视教化等 ;中国历史上的德治思想在国家与人民、效率与公平、道德与法律。There are endless disputes among such issues as rule of virtue and rule of law, rule of people and rule of law, efficiency and law, etc. Nevertheless, the great thinkers and politicians in history have expounded them in great details and have made important theoretical contributions.
