摘 要:外籍人才在秦国发展和壮大的过程中起了至关重要的作用,由此也形成了秦国不问国籍、任人唯贤的用人政策。这一政策的成因,从秦国内部来看,迫近西戎的社会环境、尚武的传统、愚昧敦厚的民族性格和好战的习性,使秦人形成了重武轻文的传统,导致秦国文人、知识分子缺乏。从外部来看,私学的兴起、士阶层的出现和自由流动为秦国重用外籍人才提供了人才基础。秦国有为君主为实现霸业,实行招贤纳士和任人唯贤的政策,也为秦国吸纳了大批外籍知识分子和社会精英,这些人在为秦国的强大出谋划策的同时也为自己博得了功名和荣华富贵,实现了国家和个人的"双赢"。Because of its crucial role in the development and expansion of Qin, the use of foreign talents also formed the Qin' s selection policy more by their ability than by nationality. The cause of the policy from the inside of Qin: The social environment of close to the xi-rong formed the Qin people' s martial tradition, the ignorant national character and the warlike habits of Qin, all of these not only for- mde the tradition of Qin people that value force and neglect humanities,but also resulted in the lack of scholar intellectuals in Qin. From an external point of view, because of the rise of private schools, the appeared and free flow of the stratum of scholar provided objective conditions for the reuse of foreign talents. For the realization of Empire, the kings of Qin, through recruiting and appointing people based-on-merit, absorbde a large number of foreign intellectual and social elites, those who give advice and suggestions for the powerful Qin also won the fame and wealth for themselves and eventually achieved a "win-win" mode for state and individual.
