摘　　要："ISO/TS16949质量管理技术规范"是一个现代管理理念和管理技术相融合的实用型质量管理体系。其秉承了ISO9001质量管理体系的系统理念,融合了汽车工业的特殊要求,增加了实用极强的五大实用手册工具。有效实施"ISO/TS16949质量管理技术规范"是企业提升质量管理水平和经营效益重要途径。本文从管理基本属性层面,结合企业在建立和实施质量管理体系过程中常见现象,对质量体系的有效性进行浅述。＂ The ISO /TS16949 quality management specification＂ is a practical quality management system combining a modern management idea and management technology. It adheres to the system of ISO9001 quality management system,integrates to the special needs of the automotive industry,and adds five more practical manual tools. The effective implementation of ＂ ISO /TS16949 quality management specification＂ is important to improve the quality of enterprise management level and operational efficiency. From the basic management attribute level,combined with enterprise common phenomenon in the process of establishment and implementation of the quality management system,this article discusses on the effectiveness of the quality system.
