产业集群不同发展阶段的竞争力提升对策研究:以浙江为例

摘　　要：本文计算了浙江10个传统产业集群的CR值,并依据CR值对产业集群的演进阶段进行了划分。本文认为,政府为促进产业集群的发展,应该针对产业集群所处的不同阶段实施相应的产业政策。对当前产业集群政策的分析发现,在产业集群发展的萌芽期,政府产业政策存在超前的问题;在起飞期和成熟期产业政策存在滞后的问题。最后,文章提出了提升浙江产业集群竞争力的对策建议,以推动浙江产业集群健康、稳定、可持续发展。This paper calculates the CR of eleven traditional industrial clusters in Zhejiang, and distinguishes four evolution stages of industrial clusters according to the CR. It is believed that the government should implement corresponding industrial policy in the different evolution stages of industrial clusters for promoting the development of industrial clusters. It can be found that industrial policy in the bud period is ahead of evolution stage, and industrial policy in the take - off and mature stage lags behind corresponding stage. Finally, this paper puts forward the countermeasures about how to promote the competitiveness of industrial cluster in Zhejiang so as to promote a health, stable, sustainable development in Zhejiang industrial clusters.
