摘　　要：网络监督的根本属性乃是媒介性和工具性的,它主要发挥机制性和形式上的政治作用和影响。整体说来,网络监督的核心问题在于网络监督权的存在和归属问题上,它包含网络舆论监督、网络新闻监督、网络社团监督和网络机构监控四种方式,蕴含"以权力制衡权力"、"以权利制约权力"和"以社会制约权力"三种不同的监督机制。它与民主监督间并不存在某种必然性的关联,而只是为民主监督发展提供了一个重要机会而已。Internet supervision is by its essence mediating and instrumental, and it formally performs itspolitical function as a source of influence. The key issues related to internet supervision are the existence andownership of internet supervising power. Internet supervision includes internet public opinion supervision,internet news supervision, internet social groups supervision and internet agencies supervision; and its practiceimplies the following three different supervision mechanisms, namely, ＂counterbalancing power by power＂,＂restricting power by power＂ and ＂restricting power by society.＂ Internet supervision does not necessarily implydemocratic supervision, but it provides an important opportunity for the development of democratic supervision.
