摘 要:为缓解关中各市区政府因"治污减霾"而拆除大量燃煤供热锅炉而造成居民冬季采暖的问题,陕西省政府拟在关中五市一区建设9座集中供热设施。在调查各市环境质量与污染物排放现状的基础上,研究了不同集中供热方式可能产生的环境效益与经济效益。研究结果显示:燃煤热电联产较分散燃煤供热更有利于污染物的减排与环境质量的改善;对于有环境容量、可实现"增产不增污"的供热项目因建设燃煤热电联产,对于容量不足、气源有保证的市区可建设燃气分散锅炉,位于期间的可考虑进一步实现区域替代或者建设燃煤集中供热锅炉供热。Municipal govemments in Guanzhong dismantle a large number of coal - fired heating boilers due to "reducinghaze pollution", resulting in a lack of heating for residents in winter. To alleviate this problem, Shaanxi provincial government in-tends to build nine central heating in Guanzhong. This paper studies the potential environmental and economic benefits of centralheating in different ways on the basis of environmental quality and pollutant emissions. The results showed that coal - fired cogen-eration is more conducive to improve the environment and reduce emissions in contrast to scattered coal - fired heating. If heatingprojects have environmental capacity and can achieve "increasing production without increasing pollution", we recommend coal -fired cogeneration. We suggest scattered coal -fired heating when lack of capacity and gas supply guaranteed. Between the twoconditions, regional alternative or Coal -fired central heating boilers are recommended.
