基于网络模式下的高校物资采购管理工作

摘　　要：近年来随着计算机技术与网络通信科技的快速发展,高校的物资采购管理也顺应时代的发展逐步转变为基于网络模式下的多元化市场采购形式。针对由此暴露出的网络采购管理制度不健全,内部机制不规范;采购工作效率低,信息不畅,透明度有待提高;缺乏统筹管理意识,设备闲置浪费情况严重;采购人员业务水平普遍不高等问题,难以满足新形势下的工作要求,提出了完善预算编制工作,健全政府采购体制和运行机制;建立物资管理数据系统,多方共享采购信息,营造阳光采购坏境;推行系统专业的网络管理模式,多元化发展物资采购方式;加强学习教育,提高采购人员业务水平等对策。In recent years ,with the rapid development of computer technology and network communication ,college materials purchase management is gradually transformed into diversified market forms based on the network mode .With the problems of imperfect and nonstandardized network purchase management system ,lack of efficiency and transparency and whole man-agement awareness ,idle and waste equipment and waste and unqualified staff ,this paper proposes to some measures to solve these problems.The measures are to complete budget preparation work and improve government procurement mechanism ,to establish materials management database system to share information ,to carry out professional network management model , to develop diversification materials purchase ,and to enhance learning to raise the level of staff .
