关于教学型高校实行学院制管理模式的思考

摘　　要：实行学院制,深化校院两级管理体制改革,促进管理重心下移,充分调动二级单位办学的积极性和创造性,提高管理水平,是现代大学制度建设的重要内容之一。针对目前教学型高校学院制管理模式中存在的问题,用历史分析的方法,阐述了学院制的科学内涵、职责划分,从顶层设计、建立配套制度、提升学术权力、特色发展等方面提出了教学型高校实行学院制改革的建议。The implement of college system management and deepening the reform of university-college management system which can promote the transfer of the management power to lower level, mobilize the initiative and innovation of university and college and improve the management, are the key content of building modem university system. To solve the problem in college system management in teaching-oriented university, the article uses historical analysis to elaborate its scientific connotation, the division of responsibility of college system and put forward proposals on the implement of the system in teach-oriented university from the perspective of top-level design, supporting system, academic rights, and characteristic development.
