De-Bureaucratization and De-Administrativization:The Contemporary Significance of “Independent Education” Idea in the Era of Republic of China(1912-1949)

摘  要:当今大学"去行政化"的诉求日益强烈。行政化并不一定会带来官僚化,但是官僚化一定会影响和强化行政化。民国时期"教育独立"思想的实践是围绕北大校务改革及学区制改革进行的,其核心是去官僚化。当今高校在谋求自主发展、"去行政化"的过程中,要重新审视"去官僚化"的价值和当代意义。高校"去行政化"不是去除行政,而是要去除官僚化的影响;高校行政要以"服务化"为宗旨;高校管理的主体要多元化,要贯彻教授治学、教育家治校的办学理念;高校的办学自主权应进一步扩大。De-administrativization is becoming the reform target for today' s universities. Although administrativization does not necessarily bring in bureaucratization, the latter is bound to influence and reinforce the former. The practice of "Independent Education" idea during 1912- 1949 is based on the reform of Peking University' s administrative affairs and the school district reform, in order for de-bureaucratization. Today, higher education institutions should examine again the value and cotemporary significance of "de-bureaucratization" in the process of seeking independent development and "de-adminitrativization". The "de-adminitrativization" of universities and colleges is not to eliminate administration, but to wipe off the influence of bureaucratization. The tenet of universities administration should be "servitization" ;the administration bodies of universities should be pluralism and carry out the philosophy of schooling which is "professors pursue their studies and educationalists run the school" ;and the autonomy in university administration should be further enlarged.
