民族地区文化产业发展的价值链突破与项目集成模式研究

摘　　要：当前,民族地区文化产业发展处于战略节点期。如果不能及时制定并贯彻有效战略,被锁定在低端环节,则有失去本轮产业机遇的危险。由于文化产业是错综复杂的矩阵式或网状式产业,民族地区必须采取不同于传统工业的产业发展思路以谋求突破。多项目集成的文化产业运营平台类思路应是首选。现有依托文化内容制造商、文化空间制造商或文化载体运营商的几方面典型模式都可以作为借鉴。综合现有模式而言,如能创造性地构建区域文化产业开发联盟机制,将有助于集成项目储备,为民族地区的文化产业激活提供机会。At present, the development of cultural industry in minority regions is in strategic nodes. If effective strategies failed to be formulated and implemented on time, and the regional roles of industrial value chain were locked at the low end, there would be risks of losing the industry opportunities. This article compares different operating models of cultureoriented projects in the framework of cultural industry value chains, considers them under the specific circumstances of minority regions, and puts forward the following suggestions. Minority regions must adopt new ways while trying to break the ice for the development of culture industry, as well as its complicated matrix industrial pattern. Therefore, integrating projects for the cultural industry operating platform should be the first choice. Several typical models such as cultural content suppliers, cultural space makers and cultural carrier operators can be taken as references. In terms of the existing patterns, if regional cultural industry development alliance mechanism could be creatively constructed, we would be able to enlarge integrating project reserves, and grasp the big chance to activate the cultural industry in minority regions.
