摘　　要：辽宁省作为东北老工业基地,既是中国装备制造业的重要基地,又是一个能源资源消耗大省。加快低碳经济发展,对于转变辽宁省经济发展方式具有重要而深远的意义。分析了辽宁能源生产和消费现状,对存在的不合理因素进行了阐释,并分别从提高能源利用效率、推进低碳技术创新、建立碳基金机制、调整产业结构和出台配套政策等方面,提出了发展低碳经济的基本方略和实践路径。Liaoning province, as an old industrial base of the northeast China, is not only an important equipment manufacturing base in our country, but also a large energy and resources consuming province. Accelerating the development of low carbon economy has important and farreaching significance for the transformation of the economic development mode of Liaoning province. Through analyzing the status of energy production and consumption in Liaoning province and interpreting some restricting factors, this paper provides the following strategies and the path of practice which cover the improvement of energy efficiency, the promotion of low -carbon technology innovation, the establishment of carbon funds mechanism, the adjustment of industrial structure and the introduction of some supporting policies, etc.
