农村居民点整理潜力综合评价——以马村区为例

摘　　要：[目的]有效评估农村居民点整理的现实潜力,为农村居民点整理工作的顺利开展提供依据。[方法]运用人均建设用地标准法测算农村居民点整理理论潜力;通过选取自然、社会、经济等方面的指标,构建综合评价指标体系,对理论潜力进行修正,得出农村居民点整理现实潜力。[结果]马村区农村居民点整理理论潜力为434.09 hm2,现实潜力为211.48 hm2,增加耕地系数为13.29%;根据农村居民点整理增加耕地系数,将马村区划分为3个等级潜力区。[结论]资金与农户整理意愿对农村居民点整理潜力释放具有显著影响,马村区农村居民点整理应根据现实潜力大小安排重点区域,以便取得较高整理效率。[Objective] The aim was to evaluate the realistic potential of rural residential area consolidation effectively so as to provide the basis for the rural residential area consolidation work smoothly.[Method] The theoretical potential of rural residential area consolidation was calculated by using per capita construction land use standard method; a comprehensive evaluation index system was established by the indexes relating to natural,social and economy to revise the theoretical potential,so as to calculate the realistic potential of rural residential area consolidation.[Result] The results showed that the theoretical potential of rural residential area consolidation was 434.09 hm2,the realistic potential of rural residential area consolidation was 211.48 hm2,the coefficient of increasing cultivated land was 13.29％ ; according to the coefficient of increasing cultivated land by rural residential area consolidation,Macun County was divided into three levels of potential area.[Conclusion] The fund and households＇ willingness has significant effects on the release of rural residential area consolidation potential,and key areas of rural residential area consolidation in Macun County should be arranged based on realistic potential so as to obtain a higher consolidation efficiency.
