摘　　要：博客作为智慧网络交流的工具,在个人知识管理和社会沟通中的作用越来越重要,应该充分重视和挖掘博客在信息交流中的功能和作用,为博客的开设构建有效的平台,并在法律、道德和技术的层面上对博客进行有效管理。As a tool of intelligence network exchange, blogs are playing an increasingly vital role in personal knowledge management and social communication. We should give full attention to and excavate the functions and effects of blogs in information communication, construct a highly-efficient platform for openning blogs, and effectively administrate blogs from the aspects of law, ethics and technology.
