摘　　要：阐述杭州市产业发展和污染物排放现状,指出杭州市要完成"十二五"减排目标,必须提高污染物排放效率,促进产业转型升级。选取杭州市24个重点工业行业,从污染物排放效率优先的角度,建立污染物排放效率优先模型,从污染物排放效率、对地区经济发展贡献度和污染物排放协调度三个方面对杭州市产业发展潜力进行评价,最终对地区产业发展方向提出相关建议。This paper analyzes the current situation of the urban industrial development and emission in Hangzhou .In order to meet the emission reduction target in the “12th Five Year Plan”, it must enhance the emission efficiency and promote the trans-formation and upgrading of the industries .Twenty-four important industries are chosen to establish an emission efficiency priority model from the emission efficiency priority perspective .From the three aspects of emission efficiency , contribution to the regional economic development and emission coordination level , this paper evaluates the potential industry development in Hangzhou and proposes suggestions for its development direction .
