摘　　要：在社会利益多元化的时代,在实行人民代表大会制度的背景下,人大代表被赋予了更大的期望。从制度安排上看,提建议是人大代表最踏实、最有针对性、最靠近老百姓的一种履职方式;从人大代表"代表"人民的实践上看,人大代表履行提建议的职责,反映出人民代表大会的代表性。人大代表提建议,使人民代表大会成为连接人民群众与政府部门的桥梁。In this era of interest pluralism, based on the system of people＇s congress, deputies to the people＇ s congress are given more expectation. In the systematic arrangement, providing suggestions is the most basic, targeted and keen to ordinary people＇ s pattern for deputies to perform their duty. In practice, through providing suggestions, people＇s congress gain representativeness. By deputies＇ providing suggestions, the people＇s congress becomes the bridge to connect people and government.
