摘　　要：居民健康卡建设是关系卫生信息化建设及民生的重大工程。结合新形势的要求,快速发行居民健康卡势在必行。本文通过介绍和分析辽宁省居民健康卡的发行过程,探讨了"业务引导,利益驱动"发卡模式的特点及条件,为全国其他地区发卡做参考。Resident health card issuing is a critical project closely related to health informatization and people’s well-being. Residentl health card issuing is a must under the new circumstances. Combined with the health card issuing process of Liaoning province, this paper discussed the characteristics and conditions of card issuing mode of“business guided, interest motivated”in the new situation,which could be referred to by other regions of the nation.
