摘　　要：退出机制是住房保障领域的世界性难题,在中国这个保障资源稀缺的国家尤为重要。本文以廉租房退出机制的三大组成部分——退出条件设定、退出住户甄别和退出方式设计来重塑其模式。以差异化、人性化和动态化的设计理念,构建动态定量模型测算被保障家庭的收入与资产退出标准,从而改变目前简单将退出与准入标准挂钩的做法。在深入分析和借鉴国内外经验基础上,系统设计廉租房退出过渡期、租金动态调整和奖惩结合等退出管理方式,为相关政策制定提供可行的建议。The withdrswal problem in low-rent public housing is difficult all over the world, especially in China. Its mechanism consists of build the standards, investigating the tenants and organizing the withdrawal process. To building a better withdrawal mechanism in China, it should be made more individual, humanized and adjusted year by year. This arti- cle presents a model to build the withdrawal standard of family income and assets,which makes progress on the present standard. Based on internal and external experiences,it reformes the transition perlod,rental adjustment as well as the rewards and punishments,providing advice for the government to set up a reasonable policy.
