摘 要:采煤沉陷严重破坏了矿区生态和地质环境,制约了矿区经济、生态和社会的可持续发展。河南省永城市是典型的煤炭资源型城市,经济结构单一,生态问题严峻,2012年因地下采煤沉陷土地,271个自然村沉陷,涉及37 000余户、12万余人,人地关系十分紧张。永城市政府应以矿区生态保护和改善民生为核心,从管理政策和配套制度建设出发,以生态恢复技术、绿色采煤技术为重点,开展采煤沉陷区的综合治理,推进矿山地质环境恢复治理和矿区土地复垦工作。Coal-mining subsidence may not only cause a serious damage to local ecological and geological environment, but also constrain the sustainable development of local economy and society. Yongcheng, a typical city of coal resources in Henan Province, has a single economic structure and serious ecological problems. The year of 2012 had seen a subsidence of coal mining area and 271 villages, involving 37 000 households and more than 120 000 people, resulting in a tense human-land relation. The study proposes that the protection of ecology and the improvement of local people' s life should be given top priority when management policies and systems are made. Moreover, environment-friendly skills and green coal-mining technology should be emphasized. Last but not least, the restoration of the geological mining environment and the reclamation of lands in mining areas should be carried forward.
