摘　　要：本文以浙江省块状经济与工业大县为例,总结县域经济发展差异的内在原因,探讨产业集群与县域经济转型升级的途径。从产业链与价值链角度分析,县域经济与产业集群应完善产业链并加强链与链之间的有机协作,从全球价值链的低端升级产业集群、延伸产业链的深度和广度,跨产业链升级。提出县域经济与产业集群转型升级的机制与路径,应立足"产业集群—县域经济—中心城市"的空间体系。政策导向上应以区域联动为对象,坚持与时俱进的民营经济政策,以全球视野吸引外来资源。The paper summarize inherent reason for county economic development differences, explore ways of industrial clusters and the county economic transformation and upgrading by investigating massive economic and industrial county. From the perspective of industry chain and value chain, county economy and industrial clusters should improve the industrial chain and enhance organic collaboration between chains, upgrade from the low end of the global value chain for industrial clusters, extend the depth and breadth of industrial chain, upgrade cross-industry chain. We proposed the mechanism and path for county economy and industrial clusters transformation ＆ upgrading .It should be based on the space system of ＂industry clusters - county economy - central city＂, the policy-oriented of regional linkage. We should keep pace with times for the private economic policies, attract external resources on global vision.
