转基因稻米的社会风险剖析——基于“黄金大米事件”案例分析

摘　　要：以社会焦点"黄金大米事件"为案例,通过关键事件法STAR模型,剖析"黄金大米事件"的发生情境、试验目的、实施过程和事件后果。分析转基因稻米社会风险的演变路径,揭示转基因稻米的社会风险根源分别来自转基因稻米本身的不确定性、媒体传播的风险放大效应、信息不对称引起的风险交流机制障碍以及科研人员违背试验伦理原则的学术不端行为等四个方面。并进一步分析"黄金大米事件"社会风险产生的后果,不仅会对被试造成精神伤害,引起社会冲突,而且会阻碍转基因稻米的研究与产业化发展。最后,分别从加强科研诚信体系建设、增强公众科学认知、加强大众媒体监督、建立有效的风险交流机制等五个方面提出防范和化解转基因稻米社会风险的对策建议。The staple role of transgenic rice makes its social risk perception more complex and sensitive.Firstly,taking the social focus of“Golden Rice Incident”as a case,through STAR model of Critical Incident Method,the paper analyzed the scenario,purposes of the test ,implementation process and consequences of“Golden Rice Incident”.Secondly,the e-volution path of social risks of transgenic rice was analyzed.The the paper revealed the roots of social risks of transgenic rice from four aspects of the inherently uncertain of transgenic rice,amplification effect of medium,obstacles of risk com-munication caused by information asymmetry and academic misconducting against testing ethical principle from scientific re-search personnel.All of these will not only cause mental harm for the subjects,and social conflict,but even block the re-search and development of transgenic rice.Therefore,it is proposed to improve research credit system,public scientific quality,mass media supervision,and effective risk communication mechanism so as to prevent and resolve social risks.
