股份制经营转让模式中的乡村旅游地政府的职能定位——以武汉黄陂区木兰天池景区为例

摘　　要：伴随旅游景区的发展，社区居民的认知日趋成熟，居民参与旅游开发管理的意识日益增强，居民与开发商的利益冲突日渐激烈，政府如何发挥宏观引导功能，协调各方利益成为研究的焦点。在旅游业的发展过程中，政府的角色是由景区的开发模式决定的。本文针对股份制经营转让景区开发模式下，政府、居民、开发商各方建立密切的利益分配链条，以湖北武汉市黄陂区木兰天池景区为案例，通过问卷和访谈调查景区所在地乡村居民对景区开发管理的认知情况，发现当地居民对参与旅游景区开发经营具有强烈感知，认为政府宏观管理职能缺失或不当，对景区开发的环境问题和游客超载问题表现不满，政府职能定位有待优化和调整；最好，针对木兰天池景区所在地居民的综合认知，从经济开发与引导、环境保护与监控、社会文化建设、行政管理优化四个方面，科学提炼股份制经营转让模式下的政府职能体系。In the current exploiture of tourist attraction, people＇s view is mostly focused on the relationship between the local government and the investor, especially concerning the subject of the management power and the protection power , hut pay a little attention to the local denizens. So the ignorer have caused a series of dispute in benefits.Along with the development of the tourist attraction, people＇ cognition has become mort mature. But the bad influence brought by the development of the tourism industry cannot be resolved efficiently because of the faulty management system and unclear division of Labor. So this article try to position the role of the local government exactly under this kind of background. But the governmental role positioning is decided by the management mode of the tourist attraction .So on the foundation of the management mode, this article try to introduce the general cognition of denizens who inhabit the Mulan Celestial Lake to fix position the governmental role. All information was gathered by sending questionnaire and face-to-face conversation.
