摘  要:为在地震发生后快速配送应急物资,减小人员伤亡及灾害影响范围,建立公众期望的伤亡最小化人数的应急救援模型。在模型中考虑应急救援医院和应急灾民安置点的能力扩展、应急物资的储备,灾民从灾害点到安置点的转移、伤员从灾害点到应急救援医院的转移、应急救援物资和医疗物资到应急需求点的配送等问题。鉴于模型的复杂性,采用启发式算法对模型进行求解。算例结果表明,应急生活物资能100%满足灾民需求,伤员得到救治的期望率为97.9%。When the earthquake occurs, scientific and prompt dispatch of emergency resources has a great significance to reducing of disaster degree, narrowing the disaster impact area and shortening the disaster duration. To minimize the casualties and meet public expectation, an emergency rescue model was built. The following issues are involved in the model, the expansion capability of emergency rescue hospitals and emergency victim shelters, the storage of emergency supplies, the victims" transfer from disaster sites to shelters and distribution of emergency supplies and medical supplies from disaster sites to shelters. Taking the complexity of the model into consideration, the heuristic algorithm was used to solve it. Numerical results indicate that emergency supplies can completely meet victims'needs, however, only 97% wounded can be treated.
