摘　　要：移民是本土的,也是区域的、世界的。随着数以亿计的人口跨境流动,"国际移民"与"跨国迁移"正日渐成为不同民众的生活实践,这已形成对既有民族国家边界的冲击,全世界主要大国都面临人口流出、流入或流动过境三种并存形态的人口生态。世界各国和跨国性组织,无疑需要认真应对这一全球化时代的大课题。面对多重因素的碰撞与纠结,如何才能有效实现对国际移民的善治?要解读当前不同国家移民政治中的焦点,需要抓住国家战略、人权信条及实利驱动三大关键因素,并全面解读全球化时代的辩证关系。With the cross-border flows of hundreds of millions of＂ people, ＂international migrants＂ and ＂transnational migration＂ are becoming common in some people＇s life in different countries, which has had an impact on the existing real national borders, resulting in major world countries fhcing three coexisting patterns of＂ population ecology： the outflow and inflow of population, and the flowing population in transient. Countries all over the world and international organizations will have to seriously deal with this maior subject in the era of globalization. In the face of the influence and tangle of multiple factors, how can we effectively implement good governance over international migration？ To interpret the focus of the current immigration politics of different countries, we need to grasp the three key factors of national strategy, human rights doctrine and interest-driven method, and comwehensively interpret the dialectical relations in the globalization era.
