电子政务信息资源共享的制约因素及其推进策略研究——以X市为例

摘　　要：采取焦点组访谈的方法在深入调研X市的电子政务信息资源共享问题,报道政府部门及其相关工作人员对资源共享问题的认知态度、现实需求及其实施状况,从体制层面、部门利益、治理架构、政务流程、技术层面、法律责任等方面分析电子政务信息资源跨部门共享的制约因素。最后,提出推进电子政务信息资源共享的对策建议。Based on the case of City X, this paper explored the issues d e- govemnmnt information resources sharing with the method of focus group, focusing on the perceptions and the dmands d government agencies and related stakeholders, and the implementation situation of resources sharing. The results showed that the key factors hindering the process of govnment informa- tion resources sharing included institutional aspects, stakeholder aspects, egovernment governance, government process reengineering, technical aspects, and legal obligations. Some suggestions were proposed to improve the process of egovernment information reaources sharing.
